It wasn’t. Because legalization of Medical Marijuana is a STATE matter, and has nothing to do with the President of the US.
He just said he would leave up to the states and demanded the FED to not go after medical marijuana and that was 2 months or so ago
he didnt make it a federal law that was legal. he left it up to the states to decide weather or not it should be legalized.
He didn’t legalize it, he said he would stop the Feds for prosecuting against State regulations
