is day 21 not the start of the 4th week, 0-7 being the first week, 7-14
being week two, 14-21 being the third full week, and 21-28 being the
fourth. let me know if im just retarded.

Day 0-7 would imply an 8 day week, day 1-7 would be 1 week 1, 8-14 week 2,
15-21 week 3 and 22-28 would be week 4, if that helps any.
Just a thought, it looks like your plants are really trying to stretch out,
might do well to pull the light closer.
