There should be information posted on your Secretary of State’s website. If not, call their office. Also, your state’s pharmaceuticals licensing authority may be able to tell you as well.

First of all, has the state legislature legalized medical marijuana in Pennsylvania or New Jersey? If not, don’t bet on being able to open such a dispensary.
Then check with the state pharmacy board or the secretary of state’s office.
@ previous post: although they are technically “illegal” under US laws, this country was founded on the power of the state, therefore Obama has ordered a stand down on the DEA, dispensaries will no longer be raided. Also You’re a moron, they already clearly exist in a number of states disregarding federal laws.
Since neither state has passed or finalized a law legalizing medical marijuana, it will be damn hard. It is impossible to get a buisiness loan without a business plan. . .it is impossible to have a business plan without knowing the rules and regulations of the state, so the answer is YOU CAN’T. who says that it wont only be legalized for MS and cancer patients? kinda hard to run a business off that, or what if it needs to be distributed by a pharmacy? so just wa. Chances are that if your not one of the people helping to pass this bill, you are neither known, appreciated, or even respected (hell you don’t even know the status of the laws) among those in medical need, the will buy from the shop set up by members of the local norml chapter, you know the people who want to help, not people like you who want to strike it rich off others misfortune while getting high at work for free (yea, and try running a business high, dispensaries are hard work, alot to learn, alot of contacts to be made, and alot of serious buisiness shit going on, if you are this far behind, well it’s not an option for you).

You don’t. They’re illegal everywhere in the US.
