Can you find marijuana plants growing outdoors?

I hear that its possible in the east coast of the U.S. especially around waterly areas. If so, how about R.I.? If you’re able to find it how would you make it? You leave leafs alone and grab the parts it grows from and let it dry out and crush it then shove it into something?
