2 Month Old Marijuana/Weed/Ganja Plants. First Time Grow Need Help!!!

Hey this is my first time growing these things. I grow outdoor in california and i started germinating these things about 2 months ago. I used Miracle Grow Potting Soil, and the seeds used were from various sacks collected throughout the year. They were stunted a couple weeks prior when a heavy rainstorm came for 2 weeks straight.
