Yes . They are later used for experiments .
Of course. You have to apply for the license (or whatever your state calls them), don’t you? And if you want to renew that you have to have a current address.
Is it a super secret conspiracy so the government can track them like lab rats? I’d guess not, since I knew the answer and am posting it publicly.
